My ex husband lives in New York and would like our two minor children to visit him there. I am afraid to allow it because he has abducted them before and I had to file a suit against him under the Hague convention. How may I ensure our children (6 and 8 years old) will not be abducted again by their father?

In this case you should file for a stop order against the children that will be lifted by the Court only when they leave the Country for a visit and put up again when they return to Israel. This may be settled within a contract signed by both parents and approved in Court, adding various tools to prevent an additional abduction such as substantial financial guarantees (in case of infringement). it is very important to include in the agreement a provision that the agreement will also be approved in the Court in the US ("mirror order") prior to the children’s visit there.
